After quite a bit of tinkering, I've finally managed to get it to where I can operate and shoot it reasonably well (currently around 2-4 MOA 100 yards prone depending on how clear my eyesight is!). Its serial number indicates that it was originally part of a contract for use in equipping Romanian soldiers early in WW-II.
